You need to get a firewire card for your computer in order to use the DV cable connection on the camcorder. Once inserted Windows will immediately install it and usually without drivers. You will also need the correct DV to Firewire cable which are pretty cheap and easy to obtain.
You then need some video editing software, though you may find Microsoft's Movie Maker that comes with Windows too basic. Do a quick google search for "video editing software" and you will find some software that is easy to use. I know Cyberlink PowerDirector had favourable ratings on the review and comparison sites last time I checked.
Transferring from DV tape to DVD
Are you sure you aren't looking at a MiniFirewire connection? It looks similar to MiniUSB.
Normal size Firewire has 6 pins, mini Firewire has 4 pins. At first glance you may think it is MiniUSB, but MiniFirewire has a bump in the connector. It looks like this:

You'll just need to get a Firewire cable with the appropriate ends on it. Warning- MiniFirewire doesn't stay in well, so place the camcorder where it won't get bumped while transfering video.

Take camera and its battery to a camera outlet, ask them to check the built-in rechargeable battery.
Most outlets will help you with this, as its likely that if the battery has failed, you'll buy a replacement from the same dealer.
