I was getting the same code and a dinging noise. I tried a cleaner and I tried letting the camera dry out...it wasn't wet! Neither worked. SOOO...Don't buy a cleaner. Look inside camcorder and make sure both reel turners are equal in height...they can slide down. Turn both of them...one of mine was down and also did not turn to make contact with tape. We got it to turn and the message C31:23 and the dinging quit. The stripes/bars also went away.
Camera instantly worked like it used to. Good luck.
Recording
You connect cable from camera to an adaptor cable with phono plugs in and scart out. Plug the scart connector to the vcr scart input and press record on vcr and camera. Remember to choose the scart input on your vcr.

Choppy Video

Cartridge loading
the cylinder drum of your camera is not running that why c 31:40 is appearing to the screen...or may be the cylinder drum is stuck up...if the drum not running when you move it it is possible that it have to replace the whole cylinder assembly but if it's freewheeling then try to clean the contact of the cylinder connection pin using a pencil eraser sometimes it is a poor connection only...
No voice
Make sure you are using the correct cable. Sony cameras come with a 3 prong RCA cable. These cables can also be purchased at your local Electronics store

solution 1:
Try smacking the side of the camera relatively hard with the palm of your hand. Eject the tape and reinsert. You may need to do this a couple of times.
solution 2:
Turn off the camcorder.
Remove the battery or disconnect the AC power adapter for 60 seconds.
Insert the battery or reconnect the AC adapter.
Turn on the camcorder.
If the error message appears, service may be required.
If your camcorder still shows the same error code, then you'll have to send in your camcorder for service
additional info that might help:
According to the manual, the error code C:31:xx:xx means an error that

Error "23" means: "S reel emergency during normal rotation",
i.e. the problem is with the tape deck mechanism and specifically
the supply reel.
Output problem
sounds to me a dirty lense on the inside and audio mics mybe naf get this repaired as soon as you can or it could be more seriuos damage have you taken it on the beach or near sand or dropped it maybe.

Resolution of Stiil Photographs.
the resolutiion dpi has little to do with the camera, its more about printing/displaying - that is just the screen display resolution. you can change that to 300 PPI (DPI) in most imaging applications.
the important thing is the pixels you have length and width
so 1000 pixels x 1000 pixels is the key to this
whats the max pixels of the camera - that would give you the resolution.
now to print an image onto paper the acceoted standard for top quality is 300 PPI
so 1000 pixels width divided by 300 pixels per inch ppi = 3.3 so you can print at 3.3 inches.
Now you may even be able to get away with as low as 180 PPI on some prints and depending on how far away it will be viewed - so this needs to be played with.

The best thing you can do now is to take it to a specialist and get them to do the repairs. Camcorders have a lot of electronics in them and can be easily damaged if your a not an experienced repairer. You might also have to consider that this camcorder might not be repairable.
