as you know your unit is not going through defrost cycle. you need to replace either the control board, defrost heater and or defrost thermostat. ge is known for their defrost heaters going out.
My ice maker is not getting water
verify that the water valve is good. take a cord with aligator clips and jump start the water valves ice maker side to see if the valve opens and sends water to ice maker. if the valve is good then the ice maker module is bad

Is the back wall full of frost?
If so you have a defrost problem, most likely the defrost is stuck in the run mode.
this is located above the controls area in the fridge.
Water in fridge
does this fridge have a gulley at the back with a drain hole in the middle? if so, the drain is blocked, push something flexible down the drain till water flows away freely
Fridge not getting cold, fan tested and working but not being switched
The fan won't run if the unit is in a "defrost" cycle. It turns the fan and compressor off so the heater can defrost the coils. If the evap fan isn't running and the compressor isn't running then you may be stuck in a defrost cycle. See if you have a defrost timer that can be manually advanced (looks like a screw head that can only turn clockwise direction). It could be located in the frige section on the roof area. Usually a small hole mixed in with other screw holes that you will have to look up into and see the clock dial screw head. If you find that, manually turn the screw (it will click as notches go by) until you can hear the compressor and fan turn on. If that happens you likely have a bad defrost timer. If you have an "adaptive" defrost unit it will be a small circuit board that controls the defrost cycle and you will have to replace the board.

Hi I am the lady with the freezer that keeps icing up at the bottom and then dribbles water from the door when you open the door. Did you say to pull the freezer out and do something at the back of unscrew the little panel that is inside the freezer at the bottom?

Interior light
Hi. I've seen this situation on this model. The bulb is not screwed in all the way. You think it is but it is not. If it still doesn't work, get new bulb. Sounds like you got a couple bad bulbs. Good Luck, Mack

Ice forming on bottom of freezer section
The freezer should have a drain hole for the defrost water to flow through. This will drain into a pan outside of the freezer cabinet. If this drain tube becomes blocked it will not allow the water to drain out and it will accumulate in the bottom of the freezer section. You will have to verify that the drain is clear through to the drain pan. this can be done carefully with a piece of stiff wire. There should also be some sort of a water trap on the drain tube to prevent air from entering the freezer compartment through the drain tube.
Bottom vent in fridge not expelling cold air
Adam, I had this happen to me! There is no easy solution, unfortunately. Let's go through the possibilities:
You're not defrosting completely and the ice is blocking the coils. Shut the unit down by unplugging it. You will actually have to take this apart to defrost them. Messy, I know. Other alternative: wait for at least two days!! And your food will spoil. If you don't start with a 'clean box', you'll never be able to clear the ice and keep it working.
Unplug the unit. Remove the rear interior freezer panel and unplug the ice maker and other stuff that's there. If there's an icemaker, don't forget to shut off the water! Use a hair dryer to assist in the defrost. Avoid getting it wet!!! Do not use a knife near the coils. Stab one and it's over! Get it clean and dry! There are two wires that go to a long heater that runs the width of the cabinet below the coils. They help defrost the coils If you have an ohm meter, measure from one wire clip to the other and get a reading. Should be close to continuity (not over 100 ohms). If not, the defroster wires are corroded or the heater is defective. Determine which. Ohm meters are available for under $10. Not interested in all that? At least cycle the connectors or wiggle the wires enough to make the connection better. There is a timer which controls this called the defrost timer. They don't usually cause trouble in GE/Hotpoints. If they stick, they may not cause that heater to start defrosting.
Very important thing: on many GE/Hotpoint units, the condenser is
located under the unit and they get dirty. Get a brush made for this
purpose...about 18 inches long and about 1 1/2 inches in diameter.
Remove the front kick panel and clean all the gunk out of there. Repeat every six months!!!
Now: Remove the rear
paperboard to expose the compressor. You'll see that it has either 2
or 3 tubes coming out of it. The largest is what you'll clean off.
Start the unit. In the next 5 minutes, the tube should become cold
enough to first frost over and then either have it turn to water or dry
up. It should be pretty cold. If the tube is still frosty-low gas is a strong possibility. Up top, in the freezer compartment you should note the same thing with the coils. If they are not frosting evenly...you're low on gas. Get this handled professionally. Remember...this process takes at least 5 minutes after compressor start!!!
Oh, and one other thing: moisture is the enemy. Don't 'window shop'. If the door is left open or the gasket is damaged, this will cause excess moisture to condense.

Pop full of ice
Sandy, this sounds like a bad thermostat. First: does the unit seem to run continuously? Try this: turn the stat to a position near 'off'. Does the compressor turn off? If not: change the stat. Before you do: check the position of the thermostat bulb. On some units, you can see a thick silvery 'wire' coming out of the thermostat housing. It should be fairly straight and generally located near an air duct inside the unit. If it has become dislodged, put it back. If it is broken or kinked, it needs to be changed. Be sure to unplug your fridge before working on this!
Other possible problems: You may have either low gas or a bad defrost timer. Low gas generally will show up as frost on one side of your freezer compartment and airflow will be fairly low when the fan is running. The defrost timer, used to schedule a defrost cycle is generally not a big problem on GE/Hotpoints, though.
