Without video input test screen displays no problem when you connect to video signal screen is blank

some internal components may be burnt. Try changing the display cable first; if that doesnt work then its probably an internal electrical problem.

My monitor is on but

The ideal way is to crros check to see if the PC or the monitor is the suspected fault. So connect an external monitor to your PC and if this works OK then the PC is cleared. Now check the monitor to confirm. If not there are errors in the signal processing section- the point where the input signal from the PC has to be processed. Possible failure of the input IC.
If however the PC does not output it is failure of the graphics card and must be substituted to confirm and replace.

Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply, blown fuses; poor solder joints, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). You will need to open it up and inspect the inside, see example of failed SAMSUNG monitors to get some ideas what to look for: http://s807.photobucket.com/home/budm/allalbums
Post back what you see inside so we can guide you further and it will help out other people in the future also.
