Yes, there is one solution.
Open the monitor case, then see for Flyback transformer ( with cable attached to the CRT Tube with rubber cap).Then using screw driver (+ or - ), adjust the screen positions until you get the best brightness.Usually it's on the lower part of Flyback transformer, on the upper side, it's used to adjust the focus.

The connecting cable or the video card would be the first suspects. Try a different cable to connect the monitor first, if there is no change, the video card in the computer would be second to look at.
