Likely engine lower crankshaft seal is leaking. Remove the belts, clutch, and pulleys to inspect the seal. Should be replaceable without removing the engine but not a recommended task for a newbie.

It could be the starter. Hook up a voltage meter to the wire that is on the starter. Try to start it. Watch the meter when it clicks. Does the voltage stay at 12 volts? If it does and the startter does not spin, then hit the starter to see if that helps. If you loose power then check the electrical connections on the battery. The decompression button for easy start?... absolutely.

Spray with carbureror cleaner and push/pull the button and try to get it to seal. Check or remove the spark arrestor screen.

Spray a short burst starter fluid down carburetor throat and promptly start. It should fire and run for a couple seconds. If if fires then likely just no fuel through carbureror.

There could be several different problems. The oem wheel has metal bushings that can wear. They are replaceable. New rims will have them in. You can also get new rims with sealed bearings which fit tighter on the spindles. Spindles can also wear causing looseness in the tires. Replace them if they are bad.

Likely you are missing the washer between bottom of pulley and shaft. If the washer is left out, the pulley will not tighten properly and wears out the splines and reams out center of pulley.

Seat must be occupied if brake off and PTO on.

Theres a torsion spring that wraps around the carburetor throttle shaft.

Look for pics of "Zama C1Q-W37"

With the linkage disconnected, the throttle should snap closed, else torsion spring has disconnected or broken, or carburetor shaft is binding or lacquered (try carb cleaner).

sounds like a bent or missing belt guide or guard. check to see if they are close to the pulley. be sure pulley is not damaged

Make sure both the idlers and tensioner pulleys remain aligned, i.e. pulley bearings and tensioner arm aren't wore out.

Possibly one of the transaxle is moving out of place. Check mounting.

You might try raising both rear wheels of the ground and then see if belt throws.
