Remove spark plugs and rotate fly wheel by hand - if it wont rotate piston may be seized - may need rebuild.

you might have a particaly clogged fuel filter,or sucking air at the carb to motor.

Both screws start at 1 turn out....Adjust High speed till it 4strokes and 2 strokes usually 1/8 turn either way....then adjust idle so it revs staight up...should be same 1/8 turn either way from start...if it is more carby will need overhauling..

This isn't the most technical sounding answer but it works and I've used it numerous times with no problems. To set the coil gap on small 2 cycle equipment , I use a 3" x 5" note card, tighten the bolts then manually turn the flywheel to make sure it doesn't rub.

Your seat safety switch is not working. If the seat switch isn't activated, ie. a person sitting on the seat, the safety system will stop the engine when the levers are engaged. There is probably only one lever safety switch, on the right lever, which is why the left one doesn't kill the engine. Check the seat switch continuity and the wiring for loose connections.

Likely there is air trapped in the system. Try raising drive wheels (safely) off the ground and operating forwards backwards. With minimal load on the hydo pump and motor, the air should purge.

The flywheel key has likely sheared. Contemporary utility 2-cycle flywheel keys are integrated into the flywheel. A new flywheel will be likely be required.

Question edited for clarity and typo botton to bottom. It should be at the top of the stroke. It is called TDC or Top Dead Centre and is then the spark ignites the fuel and air to force the rotation onwards in the same rotation as travel.

The problem is that the engine is a funny size at 40cc. If it was 50cc, you could get away with motorcycle rings. The normal way to size rings is by measuring the bore with an inside micrometer across left to right and then again front to back. The front to back measurement is often a little more worn. Then you order rings by diameter and thickness, Any local engineering company can do this and supply you with generic rings. There is a different model here with rings at $25 but Jack's Small Engines is $57. My advice is get the OEM ones. You will also need to hone the bore lightly to dull the polish.
