I found PCBs in soil at concentrations <25 ppm from an old release. May I move this soil freely on-site? May I move it to another site? May I use it as fill?

You'll have to ask your local county authorities or the EPA for the correct answers. Until you get them,I wouldn't mess with PCB-contaminated soil.

How do the assumptions fit in with the Spill Cleanup Policy?

For purposes of the Spill Cleanup Policy only, where a spill of untested mineral oil occurs, the oil is presumed to contain >50 but <500 ppm PCBs. (See the definition of "spill" at §761.123.) No other assumptions or presumptions apply to spilled liquids.

If a spill occurs from equipment assumed to be PCB-Contaminated, can I assume that the spilled liquid contains a PCB concentration of 50 and <500 ppm?

No. The PCB concentration assumptions apply only to equipment while in use, not to material spilled or otherwise released from the equipment.

How do PCBs get into natural gas pipelines?

Polychlorinated biphenyls, banned in the U.S. since 1979. Some residue is probably still in there. Printed Circuit Board (PCB) is something totally different.

How do PCBs get into natural gas pipelines?

Sources of PCBs in Natural Gas Sector: PCBs are most likely to be found in equipment associated with the processing of the natural gas (Phase 3). For example, old transformers and capacitors, other electrical equipment including voltage regulators, switches, reclosers, bushings, and electromagnets, oil used in motors and hydraulic systems at gas processing plants. In addition, major interstate natural gas pipelines transport natural gas from production areas to local distribution companies (LDCs) that distribute the natural gas to industrial and urban customers. PCBs were used in turbine and air compressors as a hydraulic/lubricant and a plug valve sealant by some large interstate natural gas transmission pipeline companies and by some smaller LDCs. Some interstate pipeline companies may also have had PCB transformers and/or PCB capacitors at large compressor stations and/or maintenance facilities. Similarly, old gathering lines, which move gas from the well/well field to the gas processing plants, might also have compression stations that contain legacy PCBs.
