WHEN BY 4L STARTS, THERE
Your plastic main drive motor drive gear has cracked. I have seen this many times. There is a small plastic gear that is press fit onto the motors drive shaft. It eventually cracks so that the gear just spins on the shaft. It makes a noise and since no other parts of the machine will turn anymore, you get no paper feed.

Have a hp laserjet 4l paper jam problem.No paper
I have had a similar problem. The 4L has an inherent fault in the motor drive gear. It is made of nylon and has probably developed a hair line crack. As a result the gear slips when the printer starts up and tries to feed paper. I have replaced this part some years ago by replacing the whole motor and gear. I did find the replacement parts on eBay today. Here's the url:

The manual is also on line at another place. But when you order the parts you get a manual on CD. I am not the guy selling the parts but need them too that's how I found them.

This is mostly caused by a defective or worn fuserunit. Replacing it is to expensive for this type of machine.

Ensure that there is no foreign object inside the printer, like a small screw. If an object gets in the paper feeder path you can get the same problem.
Ensure that the paper drawer is fine, and that the guides inside drawer are well placed and not obstacling the paper path.
If that does not fix the problem, then the rollers that push the paper inside the printer have lost their grip. This normally happens after years of usage, as the rollers surface gets hard and slippery, loosing its grip.
Solution is replacing the rollers. Parts can be ordered from HP. Below the service documentation:

All lights on 4L went off and will not come back
This is an old, but well-built printer. First, try to move the printer to a different location, and use a different power cord. If you don't have a spare, power off your computer tower, and use that power cord as it is the same. Be sure you feel a "click" when you depress the power button. If you don't, open the side panel and manually actuate the switch. If this doesn't work, it wil be a power supply replacement, which can be done fairly cheap if so desired, but the rest of the parts in the printer will be old, and there is no telling how much longer they will last.

Common issue with these older 4L printers. The problem is a small plastic gear on the main drive motor has cracked. This is what causes the noise and since the machine is not "running" there is no paper feed and thus the paper jam light. Basically there is no drive to any of the printers components. May be hard to find a replacement motor these days but that is what you would need to fix the printer.

Assuming the motor and gears are ok, pull out the paper tray and clean the black feed rollers with a lint free cloth and alcohol. It's an old printer. It probably needs a maintenance kit installed. See if the cleaning will work.
When I returned from a long vacation and turned on
Four lights means Fatal Error. There could be several causes, but first try this. Press and hold down the "Go" Button (in your case, it should be the Blue button). Once you hear the printer's cycle sound, release the button and wait for few seconds. If nothing happens, remove all the cartridges and the drum from the respective compartments. Now turn off the printer, pull out the fuser unit and check for any foreign particles or any broken pieces of paper carefully. Even a small piece of paper can create this havoc if it's stuck inside the passage. Even a piece of broken thread or something similar materials. If possible, use a blower to clean the unit. After you are done with the cleaning, power on the machine (Once you press the power button, keep pressing the cancel button till it's fully booted) and install the drum and the cartridges, now check whether it's gone or not.

On the laserjet 4L output the top portion of all
That must be your cartdrige or your fuser. Try to open the cover before the paper goes in the fuser (in the back of the printer). Remove the cartrige and the paper jammed in the printer. You must see some writing but not fixed on the paper. If you have a background, that s the cartridge. If not that s the fuser.
