you can down load a virus removal tool that you can run in safe mode. norton removal tool is what i've used

If this is a desktop PC not laptop and this message appears BEFORE any Windows the it is looking for a BIOS password. If you have set one then enter it. If not someone is trying to stop you booting the PC. The only way that will possibly clear this is to unplug from mains , take side panel off , look for a round battery on the motherboard about 3/4" diameter. Remove it wait about 2 mins put it back and reboot. if it works you will need to reset the date and time.

go to device manager and check whether any driver is missing or not...generally if the chipset / graphics driver is missing then you face the issue... install the driver and re install "youcam" software issue will be fixed... or else reinstall teh os... to confirm whether its a h/w issue or not
