try pull out the ac adapter and battery. Hold down the power button for 30sec-1min. Reconnect ac adapter and see if you can power back on.

This is a Windows XP machine. XP is no longer supported. You should back up your data immediately, and consider moving to a more modern machine.

Have you run any scans for virus or done defrag?

did u change the boot sequence in BIOS....
if u made any changes there u need to set it back to boot from hardisk....
i suggest u keep this boot seq...
1st boot CDROM
2nd boot Floppy drive
3rd boot HDD

u can make to boot directly from HDD as 1st boot
but remember to make changes to BIOS everytime you want to boot from CDROM

Sounds like your power supply has gone bad. You will need to get a new power supply. They can be found online, or in most electronic retailers.

The fan triggers on ONLY when the temperature of the PROCESSOR heat sink goes beyond the settings of the thermistor fixed on it. This is to prevent any damage on the processor and so if there is any malfunction of the PC in its OS or the drivers , then it can be reset, Other wise check the ventillation ports of the PC cabin and clean them. A good ventillation must allow the fan to rest but if the fan works and shuts at times it is only because th processor works and heats. Clean the system, teh hard disk and files and defragment the system.

Firs thing you need to do is to find our why they are running full speed. My guess is that your computer is dirty inside and it is overheating, thus causing the fans to run full speed trying to cool it off. Disconnect everything from the pc and take it somewhere to clean it out. Remove the side panel an use a can of compressed air or an air compressor to blow all dust out the interior of the pc. Pay close attention to the heat sink on the processor and the cooling fans. When blowing around the fans hold the fan in place with a pencil to prevent it from spinning as this might damage the fan. You need to clean out the inside of a pc sitting on the floor every 6 months. If you have cats or dogs that shed living inside then every 4 months. If it is sitting up high and you have no animals then every year may be good enough.

It sounds like either a bad Hard Drive or your Motherboard is shot. Is there anything showing up on the screen when the computer is trying to boot up?

open up the chasis and on top of the cpu the fan is located
try to reseat the cables of the CPU fan located beside the fan and if it doesnot work get a new compatible fan and get it installed by a local tech

try removing your hard disk and boot the system if the process is fast and you can enter the bios setup then probably your hdd needs a service

DVI - VGA cable adapter. One side is DVI and the other is VGA. Connect VGA side to your pc's video output and then plug the DVI cable to the other

Make sure the speakers you are using are powered, which means they have to plug into a power outlet as well as the computer.

On the computer itself, the port will be colored green or a light or lime green.

If you are getting static, sounds like they are just plugged into the wrong port!

If all is proper, then the speaker could be bad.

go into control panel
add and remove programs and delete all the files that are rarely used,this should enhance the speed of the machine,if not then one should consider bigger ram

Is this just Inter net or is it the PC to?

if its is both i would scan with a anti spyware tool i can let you know a couple malwarebytes and adware is a good one to...
