It has been a while since I've run across this but the printer you want to select is actually the Epson MX-80. That was the standard for narrow dot matrix printers. Panasonic equivalent was something like the KX-1180 but the Epson setting worked better.
And you will still have to adjust either the form layout or adjust the form template so the text ends up in about the right place. This is a pain to do but that is the only way if you have to use a dot matrix. Usually you only see these on multiple copy forms but most places have just changed to print multiple copies pages so I don't run across too many dot matrix printers these days.

Unable to custom select paper size of 8.5in x 7in
Ouch. You're going to have to emulate an Epson LQ-850 or Proprinter X24 so you can send the proper page length command (Esc "C" 07 or 42). I assume you have a magic USB to Parallel cable and you're going to have to do this only the first time you send the setup string to the printer.
Best I can do, since I'm not familiar how Simply Accounting sets the printer up.

Hello.
This printer comes with the EZ Set operator panel and set-up disk that let you control all of the printer's
features, including font, etc.
If you are not able to change the font or cannot find the operator panel, see below:
Select ... Start - Settings - Printer and Faxes.
Right-click the Panasonic KX-P2023 printer and choose Properties.
Click the Device
Settings tab and look for the Font options or in Properties.
Hope this helps.

Printer is printing lightly even
It could be caused by quite a few things some of which only a printer technician could see and fix.
I have however provided some information below which I hope is of use.
There is a strong chance that the ribbon is drying out.
If the printer is in a hot dry area this would certainly cause this type of problem.
Another possible cause is that the print head is becoming worn. Dot matrix printers use tiny solenoids to pus a pin forward against the ribbon. this happens many thousands of times over the printers life.
If it has to do multipart stationary this puts added pressure on the head.
Yet another cause is clogging of the head. Quite a few years ago people use to use such as WD40 to extend the ribbon life and to some degree this worked but had a negative effect on the head. To much ink and moisture can clog those tiny solenoids or build up around them.
Isopropynol on a cotton bus is about the best option for cleaning a head but you always have to make sure that none of the cotton but is left on the head. clean it repeatedly until your cotton bud no longer shows signs of ink and as soon as that is the case run a few sheets of heavy printing through it to check the results.
If using multipart then the roller that the paper sits against can also become worn. Sometimes this is not even noticeable.
It is still possible to get new heads for many dot matrix printers but they are getting harder to find.

P2023 prints garbage with vista
Did you get the Vista driver for your machine from Panasonic? If not, it may not work. I use VM ware and run windows xp in virtual machine in order to use some of the older drivers.
