No, the speed is normal, since the data speed (2GHz) is equal to the effective clock (688MHz) multiplied by the data rate (4).
The video problems are caused by the heat - memory corruption. Check the cooler and the fan of the processor for dust (clean the inside fully) and make sure in Task Manager that no process is eating power unnecessary, slowing the pc down.

put the memory back.
put in just one then swap the other one.
Also remove the battery.
Take note of what lights up when you plug it in and turn it on.

on bothem of notebook it are lockt with 4 srews open it and you can take out hd it are also with 2 srews blockt on mainboard
