My VAIO Computer Freezes When Turned On
A few internal diagnostic tools get run before the OS loads and im thinking that perhaps the Master boot record (the place the computer looks for the OS to load) is damaged, so yes a reinstall may possibly fix that, but perhaps the HDD is getting on (you did mention age) and the platters and the read write head within the hard drive are probably near then end of their life so.
- Reinstall the Operating System and see if that takes away the issue or
- If the problems still occurs i recommend buying a brand new hard drive.
Im positive one of these is the reason for the freezing and long boot.

Replace the battery and replace the cover on the system. Connect the power cord and boot the computer. Save changes if prompted by the BIOS for system memory, drives detected, and other settings, and set the date and time if prompted at this time, or alternately set the date and time when the operating system finishes loading. If your computer does not have a CMOS battery or you're unable to find it you'll need to do a hard reset on the CMOS using a jumper or dip switch on the motherboard.

Had power outage and now my sony vaio vgcrb30
more that likely the power supply or the motherboard were damaged.
Power Supplies are fairly inexpensive ($40 or so) so I'd replace that 1st.
If no change then failure is likely the motherboard
