Your driver has been disabled. To re-enable it (in WinXP)

START > Control Panel > System > Hardware (tab) > Device Manager (button)

Find your device - Right-Click on it > Left-Click on the Enable (button),

or after Right-click - instead of "Enable" you can select "Troubleshoot"

you have to use the driver cd which came along with your device and install them and this will install the driver for your capture device and your hardware will be detected.

As Bob Myers mentions, the question can't be answered unless you explain which video output the camera has. The solution for a BNC CCTV camera would not be the same for a PoE IP camera.
