Your GTX 650 requires 450w MINIMUM to run.I highly recommend you get a 550w+ power supply to ensure it runs stable.There is an 80% likelihood you simply do not have the power to run this video card.10% the card is faulty.10% someone else is going wrong.Open up your case and check how much power your power supply has.

ASUS CUSI-M ACPI BIOS Revision 1007

Getting you're system to display 1024 x 768 resolution depends on the graphics card. If you’re using the onboard VGA you will have poor display.
Suggest you use a PCI (White slot) graphics card with its own memory onboard. You will also need to make a bios setting change so the system boots to the PCI card and not the VGA.
Asus no longer provides support for this MB including drivers and bios.
You're board also supports slot A (For AMD), processors.
Only Intel Celeron and Intel Pentium III. Socket 370
see link provided;
http://www.cpu-upgrade.com/mb-ASUS/CUSI-M.html
Max CPU supported (With out over clocking);
http://www.cpu-world.com/CPUs/Celeron/Intel-Celeron%201100%20-%20RB80526RY005128%20(BX80526F1100128).html
In order to run this CPU you would need to update the bios to rev 1009. You'll find rev 1009 at the next link; http://www.userdrivers.com/BIOS/Asus-CUSI-M-BIOS-1009-With-LAN/
From what I've read it is possible to Get an AMD slot A CPU into a socket 370 MB. (Don't hold me to this though. This is a first for an old dog.
Any one of these PCI graphics cards should function on you're MB; http://www.tigerdirect.com/applications/Category/guidedSearch.asp?CatId=28&sel=Detail;55_158_2872_2872

Good luck!

Up-date processor.

Check the manual for jumper settings on the cpu frontsidebus frequency. Also find out your cpus fsb or frontside bus speed and match it with the motherboards jumpers if possible.

How to find out details of the processor?
Pentium III 1ghz - download cpuz www.google.com cpuz download

it will tell you more details of the cpu. If you post here a image of the cpuz screen or all the details it shows you can I tell you the correct fsb speed.

Then you need to find your motherboards manual and the part about those jumpers. and set them correctly.

Bios Stuck

sounds like a thermal issue, check your coolers. remember if you are trying this after running your system for an hour, the heat sinks may be hot. be careful not to burn yourself if your CPU gets to hot your system will freeze like this, also once it gets this hot it will freeze in the bios too.
