Cold water isn't coming on, only hot?
Not sure what ur saying have u tried changing the hot cold hoses and see what happens? u may have a bad water inlet valve or a bad water temperature switch? first make sure ur getting hot from the house outlet, u can check with a multi meter for continuity to see if either is out

in a spin cycle the pump must work hard so i think something is inside the drum perhaps a plastic bag or some plastic perhaps thats melted to the heating element you need to fully drain and empty the machine lay it down on its side and remove the drain pipe from the underside most modern machines have a bulb in the rubber pipe that has sometimes a cage that contains a plastic ball this is used to regulate the water below it is a filter at the pump so you must unloosen the pipe and check all parts for rubish and crud and remove it and also check inside the drum end for any bra wires or plastic bags lego monopoly hotels nintendo pens basicaly anything a child can post to the powder drawer that then ends up between the drum and the machine you can also take the top off and shine a bright light then you can see anything thats been impailed on say a plastic inner drum and the metal wash drum if you see what i mean i think that you have some blockage somewhere that shows up more in spin mode as i said this is the worst mode for water so you should expect even a minor blockage to show up here

What is amount of water top loader use?
Just enough water to cover the clothes. As the clothes get wet, they will settle. The least amount of water needed to do the job will also save the amount of expensive laundry detergent. So regardless of the wash size setting, watch it and go to the next part of the cycle manually to avoid more water, and hence, more detergent needed. Only put enough detergent to make the water slippery, and no more. You can tell this by simply feeling the water and rubbing your thumb and fingers together.

There is a cap on top of the agitator. Remove this, it is just snap lock or twist to lock. There is a nut on the top. Using an extended socket wrench, unscrew this. Then you are free to go to remove your agitator.

a couple of suggestions, either a spring has broken at the base of the drum, there are 6-8 of these used to keep the drum central, remove the front panel to take a look.

The machine is not getting up to full spin speed causing it to wobble, try reducing the load or could be slipping belt.
Washer not draining
First is machine spinning? machine only drains in spin mode.
If machine not spinning check lid is closed and check lid switch and plastic plunger that operates the switch located on the lid.
If machine is spinning then most likely a blockage on the drain hoses or pump. if there is water in the machine, lower the rear drain hose to low level, if water starts to flow out the hoses are not blocked, more likely a pump failure. To replace pump first drain all water from the machine with drain hose at low level.
Tilt machine back and remove the belt from below.
Remove the front panel.
To gain access and remove front panel insert a knife or thin blade approx. 4" in the from each side in between the front seam on the front panel, this will release the lid clips, lift and hinge back the lid panel, remove the two screws securing the front panel and remove.
Pump on right hand side at the back, disconnect main hose from pump by squeezing hose clip with pliers (may be a bit of water remaining). Unbolt pump and pull forward with the drain hose attached until it can be disconnected and pump fully removed.
Check pump for blockage and damage to impellor, replace/refit in reverse order.

Looks are the outlet is clogged up and so water will not flow out. If you are good at DIY, may be you can do it yourself but be sure to pull out the switch plug from the socket first to avoid electrocution. Then remove the back panel and disengage the pump from their connecting rubber hoses, normally there are 3 of them.Check for any clogging in one of those hoses, normally the narrowest diameter will be the culprit. Clean up and put them all back in place before testing. Good luck!
