After getting my contractor table saw (base model 36-451) out of storage, I noticed my splitter and guard was missing (go figure). I really wanted the kickback protection while cutting narrow parts, so after long time searching, I found the Delta 34-868 drop-down splitter. It did say it would fit my saw, but the screws were the wrong size. Watch the video to see how I overcame it and how it performs. I love it...

Have not used my Delta 36-444 contractor saw in about a year. Now the blade will not raise or tilt.
Most saws of this type use what is basically a portable saw but with a special housing and without lubrication the steel lead screws and aluminium housing tends to freeze into position.
The Delta saw is entirely different and seems a sensible construction and uses almost a proper motor and lots of steel. The available illustrations don't give a clue about the construction of the toothed quadrants but the adjusting worms are clearly steel.
Assuming those components had a little lubrication in their lifetime there is no reason why they should seize in just a year - unless the saw has been stored in very damp conditions.
I expect the problem is the carriage is frozen in spite of unlocking it.
A spray of the underside moving parts with penetrating oil, avoiding the belt and pulleys and any ventilation holes in the motor. Lightly tapping the pivot points and the locking mechanism will probably free it...
