Cant boot from CD Drive.. cannot be seen in the bios
Make sure the hard drive is connected to the ide cable that has a blue end. Don't connect anything else to this cable. when the pc is booting up watch the screen for the option to enter setup usually Del, or F2. Once into the bios see if the boot options are set to cd first and ide 0 second. You can also see if the hard drive is being detected in the bios.

Reset bios dell 4700
Turn off and unplug, Remove CMOS battery for 15 minutes replace and restart.
If this does not work try the setting jumpers on m/b method (you will have to look this up)

It sounds like you are running a 32 bit operating system XP, Vista, or Windows 7 (32).
The 32 bit Operating Systems are only able to see and use about 3Gb of RAM. To use a greater amount you will need a 64 bit OS (either Windows XP/64 or Windows 7/64) or one of the open source 64 bit operating systems.
