You should start it with the DVD that came with it, containing the clean installation of operating system. Or, if there is recovery partition created, you can install it from there by pressin ctrl + F11 simultaniously when starting the computer.

battery is deffinitly the slow boot problem, i put fixed up a old dell for a friend and before i replaced the cmos battery it was doing the exact same thing (don't forget to unplug and press the power button so you don't get shocked or harm the pc)

It looks like this computer only supports IDE hard drives.
The larget drives are all SATA hard drives. You can get a host card like this one: http://www.newegg.com/Product/Product.aspx?Item=N82E16816102065 which will give you some SATA ports. Make sure you have a free PCI slot.
There's a limitation with current operating systems that won't let you have a boot drive be larger than 2.2TB. I wouldn't recommend getting a drive larger than 2TB for that reason.

if you are using xp, boot from xp cd and
copy from i386. this file "lsass.exe" to the follewing location and restart

c:/windows/system32
C:\WINDOWS\system32\dllcache (this is hidden file also protected os file)

Get one that has a cloning utility program so that way you won't have to re-install the operating system. Specify that to the sales person when you get the hard drive.
