The valve on the top of the cyclone assembly is commonly known as a 'bleed valve' - it is to allow air into the machine when there is a blockage. This often produces a high-pitched whistle or noise.
I would recommend washing the filters and checking for blockages - you can see this on the following webpage under 'Maintaining your Dyson machine'.

I'm not quite sure from your post exactly which parts you're trying to realign. I've attached an image which shows how to attach the wand to the hose, and how to replace the wand on the machine.

DC15's cleaner head is protected by a sensor which shuts the brush bar off if something jams it. Once you've checked the cleaner head for any obstructions, and removed any threads or hair from around the brush bar and end caps, you should be able to reset the machine. Each step is shown in our video guide:
The brush bar will never rotate when the vacuum is standing upright, so make sure you recline your DC15 into the normal vacuuming position before testing it.

DC15's brush bar is designed to shut off for protection if something jams it. Please follow the steps shown in the video attached to clear the brush bar and end caps of any threads or hair, and to check the cleaner head for obstructions. You should then be able to reset the machine.
Please note, the brush bar will never rotate when the machine is standing upright, so make sure you recline the machine into the normal vacuuming position when testing it.

If a sock has become caught between the wall of the clear bin and the shroud, this is simple to access and remove. With the bin base open as if you were emptying the machine, press the catch on the cyclone pack to remove the clear bin for easier access.

Set the brush control, as needed. The brush control turns the brushbar on the underside of the vacuum on and off. The button is located beside the power button, on the top-front of the vacuum cleaner. Turn on the brush control for cleaning carpet. Turn off the brush control for bare floors or delicate rugs..
This can happen if two tiny wires that are connected to the circuit board and lead to the beater bar are broken. These wires brake where they go through a black rubber grommet. You need a torx screwdriver (No: 15) to remove two plastic covers to access these wires . When looking from the front of the vacuum, the circuit board is located under the gray covers on the right side of the vacuum. There is one big cover with a black rubber gasket and other small gray cover is on the rotating ball area.Once covers are removed check both yellow and blue wires carefully. Wires may look intact but the break may occur inside the black grommet. Slowly and carefully push grommet out and then carefully pull wires to the one side. If a wire is loose or broken you will immediately see the break. You can replace wires using replacement part given below or if you are OK with using soldering iron you may be able to repair broken wires without any expense.Best solution is to replace broken wires with a new set of wires and connectors having fed the wires through the access hole making sure enough wire was available for the movement of the handle. Also ensure that when the covers are replaced they do not trap any wires underneath.
