Has suction, but why isn't it picking up?

- Re-check that there aren't obstructions in the lines.
- Make sure that all of those bends and junctions are fully snapped into place (this has been the one that gets me the most with my DC-07 after I clean it)
- Make sure that the filters are clean, clean them if necessary, or replace them
- Since you mention replacing the brush. make sure the brush is snapped in flush with the soleplate. In my experience, the eccentric assemblies at the end of the brushbar holding it into the head are really easy to get mounted not-quite-right for alignment, leading to the soleplate not closing properly. Take another look to see if one or both of them are mis-aligned.
- make sure the vacuum is reclined. Full upright shifts suction to the handle for the accessories.
- Make sure that the accessory hose isn't clogged and doesn't have a hole in it. You'll want to stretch it out fully to check the walls for holes.

Dyson DC14 Brush Bar won't turn
You don't need to take it for repairs, I just corrected the same problem on the phone with a tech. Have the head on your lap, make sure the end nearest the little belt has the rounded side of the bar facing you. The squared off end faces towards the machine. Place your left hand pointy finger under the bar (the 2 inch bar next to the little belt) and lift up, while finessing the loose end of the bar into place, with the rounded part still facing you. Then it sort of snaps into place. Now, replace the face plate. In the upright mode, starting at the carpet dial, switch the dial back and forth between carpet and bare floor, ten times. (the tech actually referred to this as re-setting the vac. LOL) Plug the vac in, incline the hand, and start. It should work. It didn't for me the first time and made a horrible sound. That meant I had to go and repeat the process again, but lo and behold, IT WORKED! When in doubt, call the tech and don't let them get away from you; have them stay on the line until the problem is resolved.
How do I replace the exhaust pre-filter seal?

How to replace the bushings
Check the brush roll area closely. There is probably something in there causing the noise. It could be the clutch or the brush roll.
Dyson terrible loud noise
If it is not something wrapped around the beater bar (lay flat and turn over to check, remove floor plate if necessary), an object loose in one of the pathways to the dust collector, or a failing motor then I'm not at all sure.
What kind of noise?
Take hose off to clean
Pull out handle as usual.
Release hose from wand and handle by pressing the pair of release clips on the handle just above where the hose enters. I have to press these clips quite hard and pull quite a bit to get the hose to come free. All the above is as you would normally use the hose.
Lay hose down to rear of machine. Just between the bottom of the hose and the machine body is a small plastic tab: pull this a little away from the machine body.
Slide bottom end of hose upwards and out of the machine.
The hose can be dismantled from the plastic fittings at each end but has not been designed for the user to do so: the hose and fittings are bought as an assembly (not expensive at about GBP15).
