Flame leaking under lower ring. Common?

no it is a problem with the hob consider this as it is a rental property it is the responsibility of the land lord to get a gas fitter in to fix / replace the problem If you do not ask him to fix it , if there is a problem and the thing explodes, catches fire or gases some one to death, there is every possibility that he will try to blame you for not reporting it if he refuses to fix it or tries to fix it himself then I would advise that you seek alternative rental accommodation as the problem is for an accredited gas fitter and not a landlord.

New cooktop ! long flame yellow tips black

This is probably the result of inefficient burning of gas resulting in sooty deposits being left on the base of saucepans etc. It may be that the gas jets are blocked with spilt material and need cleaning. Try removing the gas hub with the gas jet holes in and sliding a paperclip sized rod into each hole to dislodge any material. Blow in the holes afterwards to force any loose material out. If this fails you may need a gas fitter to adjust the gas mixture regulators.

Smeg gas cooktop is continually clicking.....going mad,,,,,

Ist unplug the unit. What you have is the stovetops valve switch defective. Sometimes this will happen after a boil over. The switches get wet and temparaly short. When they dry out it should work properly.http://www.on-timeappliance.com/ovenrepair.html

My smeg cooker is brand new! after cleaning it -

Brand new means you have a warranty, get the service agent to check.
I have found that you can easily place the wrong burner cap on the incorrect burner ring(the smaller burner caps).
Could also be dirt or water in burner ring or the burner jet(use needle to clear jet).
Are sparks coming from all ignitors? You might have damaged the spark plug.

All 4 of the hobs started sparking/ clicking after

there is probably some water in unit that is causing the unit switches to not work. you can try to use a hair blower to thoroughly dry components.

Auto ignition won't stop

If you accidently got the igniter switches wet, this will happen. If you lose a good ground on he unit this will also happen. Check both of these to see if that helps.
