Most USB devices if you keep plug it in on different ports will need to reinstall the device software on that port as well. Ensure you use it on the same port continuously. Also going into the Device Manager and ensure the device is not disabled for that specific usb port. Disable and enable the device by right click on the device. There are a lot of alcatel phones. Do you have a model number? Basically, you go into the menu or settings, find the bluetooth menu and press "pair". Press and hold the power button on the bluetooth headphone until it "beeps". The phone will ask for a pairing code, typically 0000. Try this or get me a model number of both the phone and bluetooth.
