NO, that is used to reset the CMOS. The jumper normally is in the normal position (pun intended). It is moved to the other positon which disconnects the battery and empties the CMOS. The normal voltage is 3V and although 4.5 is not terribly higher I would not recommend it. Your best solution is leave it running until you get the new battery. They are common most of the time (a coin type battery) and can be purchased at most stores as they are common to other common devices (pun intended again)

If this was damaged 'In Transit' contact the company you bought it from and they may be able to supply you with a replacement. The damage was possibly due to bad packaging at their end or damage while the delivery company had it.

Optical drive is defective and in need of replacement.

If the "250" is referring to the PSU's wattage, I think we have found the problem. Please purchase a 500 watt or higher PSU with a 80 percent silver or higher rating and you will be back up and running, that is if the motherboard is indeed good.
