Yes and no. It is a part of the Android OS.

(1) Back up all of your data (pictures, contacts, calendar, etc.)

(2) Try a soft reset (which is basically a power down and back up). If not fixed, go to 3.

(3) Remove the battery for about 30 seconds, and then reinstall the battery. If not fixed, go to 4.

(4) Do a factory reset. Power down. Restart by holding the power button and menu button. Keep pressing the buttons until the reboot menu comes up. then select "factory reset".

After 4, the phone will get all the updates and reload all the programs you bought. You then need to reload your data.

Stuck in bootloop. Do a battery pull, let it sit, reinsert and try again. If that doesn't work you can attempt to do a factory reset by holding volume up, home button, and then pressing power.
