the top 2 pins (narrower portion of the connector) are power (15V), and the bottom 2 pins (wider portion of the connector) are ground.

You've done all the technical things. Have you tried the simple things? Download AVGFREE, MALWAREBYTES, and SUPERANTISPYWARE. Run these to elimainate any bugs in the system Now go to START, RUN and type CMD. At the C prompt type SFC /scannow. This will force a re installation of Windows files.

do a hard reset, it might work.
take out the charger and the battery, press and hold the power button for about 20-30 secs. put back everything inside. and now see if it works.
