I am unable to change the dvd regional setting to

Do you know where to change the region setting?
If not go to the Device Manager - click on DVD/CD-ROM Driver - then right click on your DVD drive, and click on Properties then DVD Region. You can change your region you require.
If you cannot change the region and the region is locked or you have run out of changes, you can install Region Free software on your computer that allows you to play DVDs from any region.
There may be freeware available on the Internet (do a Google search), but I use DVD Region Free from www.dvdidle.com
it costs a few dollars but I have no problems with it, my DVD drive is locked on Region 1.
There are firmware upgrades available for DVD drives that make them region free, but if you make a mistake with the wrong firmware update then your DVD drive is now a piece of junk.

Dynamic Switchable Frequency of CPU causing overheating

A small tip I have seen used was to glue 4 plastic bottle caps on to bottom of the unit using hot glue , this gave it a better air flow in and out from the laptop as many unit only have tiny rubber pads which don't allow the unit the air it needs to remain cool , with my laptops i always run a external fan as overheating is a problem on may models , you can also buy laptop stands that have fans incorporated in them that can run off a USB port as most laptops draw the air in from the bottom and out the back or side to expel it , the laptop stands force extra air in through the bottom and improve the temp a lot and are inexpensive .

The projector doesn't show what is on my screen

your projector may be on the 2nd screen or presentation mode of your video card. open an application and drag the application window off your screen (try both sides) and see if it will appear on the projector.

Entering the bios

There is 2 way to enter, you can use Toshiba HW setup for BIOS setting from windows. Alternately you can hit ESC several times after turn on the computer and hit F1

Toshiba satellite fn key display problem

Just download this :) It will fix your problem. If it doesn't work, just search for Toshiba Value Added Package Vista/XP (that depends on what Operative System you've got) and download for your Operative System.

From your description the bios is password locked, this is one of the most difficult to crack and there are no easy solutions. If you are the original owner Toshiba will provide a solution but it won't be cheap, the second option is go to the ebay site and see if your make and model is mentioned for a possible solution, but beware of claims made that they can provide the answer for a fee. The final option is check passwordcrackers.com they may have a solution for a price. If you try and remove the main battery and cmos it will not work no matter how long they are disconnected, your only hope is replace the eprom chip, a tricky task.

I have older Toshiba laptop

ESC Key BIOS Password removing procedure
1. Starting with the computer fully off, turn it on by pressing and releasing the power button. Immediately and repeatedly tap the Esc key. The computer will display the "Password = " prompt.
2. Enter the correct password, and press the Enter key. The computer will display "Valid password entered, system is now starting up. Check system. Then press (F1) key"
3. Press the F1 key. The BIOS setup program will appear.
4. Using the arrow keys or the tab key, move to the password field, and highlight REGISTERED.
5. Press the spacebar, enter the correct password, and press the Enter key. The Password field will change to NOT REGISTERED.
F2 Key BIOS Password removing procedure
1. Starting with the computer fully off, turn it on by pressing and releasing the power button. Immediately and repeatedly tap the F2 key. The unit will display the "Password = " prompt.
2. Enter the correct password, press the Enter key. (You may need to press the F2 key after you hit the enter key.)
3. The BIOS setup program will appear.
4. Using the arrow keys, move to the Security tab, and to Set User Password.
5. Press the F5 or the F6 key to navigate to the Password section. Enter the current password at the Old Password prompt, and press Enter. At the New Password prompt, press Enter (without typing anything into the password field). At the Confirm Password prompt, press Enter again (without typing anything into the password field). The password should now be removed.
6. Press F10 to save and exit from the BIOS Setup program.

Error loading operating system amessage

So you have a potential problem with the hard drive and a known problem with the optical drive. Replace the optical drive first: it's easy (one screw at the bottom, another one underneath the keyboard - these are the only 2 screws holding the optical drive in). You can buy a replacement drive, new or used, on eBay for $10 - $20 delivered. After that, you should be able to figure out if the hard drive's problems are OS related or HW failure. HDD's are cheap, too. This model uses 2.5" ATA IDE drive (30 or 40G or you can go larger), figure 50 cents to 75 cents per gigabyte, and you'll be okay. Just don't pay tourist prices for these things....

No light at the sides

Dark screens are usually the result of a broken backlight tube - most likely impact / shipping related. Being the 15" screens on these computers are pretty darn cheap (eBay's your best bet), I'd buy a used screen and replace it. Target price: under $40.
