Hi You should be able to do this from a web interface using an internet browser, or from the software utility that came with the unit and needs to be installed on your PC from the CD-ROM. Both thes methods should work on Win8.1 as you are altering the router settings not the PC settings. Prolly because out the box that router uses AES encryption. You can drop it down to say 64bit from the AES 256bit and most cell phones B network cards will understand 64bit. You will need to basically change the routers security and youtube has a ton videos show you how.
