If you did not put gas stabilizer in your fuel tank when you stored your machine the gas will turn into varnish. Try draining the gas and put new gas and try to start it. Good luck
If your snow blower is a two stage, you can tilt unit up by handles and carefully rest unit on front auger housing. (Most units you can do this, but be careful, not all do). Then, remove bolts that hold bottom plate on snow blower, and remove bottom plate. If you follow the shift linkage down from handle to where it enters inside the unit, you will soon see how it works. Most types have the gear shifter hooked up to an apparatus that moves a rubber friction disc along a shaft, further towards the center for lower gears and vice versa. My guess is that you need to lubricate the shaft that this rubber disc slides along. Try some white lithium grease and have someone carefully move shifter throughout gear range. Be careful to not get grease on round friction plate below, this is where the rubber friction disc mates up to when drive is engaged(you don't want it slipping). First make sure the spark plug is good. Then I would suggest checking the flywheel and coil for rust on it as this is a common problem. There should also be a single wire running to the coil remove it and see if you have spark. If you still have no spark the coil may need changed.
You can hotwire the clutch and see if it clicks, rule out the switch or the safety. If you take the wires apart and jump them, with the battery, it should klik, if not, the clutch is shot, time for a new one, If it clicks, then the switch or the safety is bad. All the parts are available online or ebay, or craigslist. The new ones are expensive. Check it out, hope this helps.

Still having trouble with that old mower! I thought you fixed it? You stated
the reason it was turning over and lock up the mower had the wrong starter on it the Starter Motor Drive Bendix had 16 teeth and the mower needed a Starter with 14 teeth so I changed the Starter out. That's what I did.
I reckon you are using batteries that are wearing out and don't have the required amps. Jump start the mower using your Santa Fe with the engine running. Or take the batteries to an Interstate Battery shop and ask them to test them. That is free, but they can also pulse charge them to desulphate the plates. There is a small charge for that and they keep the battery for 24 hours.
Other things you can try.
Remove the starter and connect it direct to the battery. See if it spins freely?
Turn the engine over by hand to see if there is stiffness. Then do it with the plugs out.

How old is the battery? Battery life in mowers is bad because they usually aren't well looked after in the winter, 6 months use and 6 months neglect.
Also fuel is often left in the tank and in the carb which goes funky.
Do you have a compression tester?
