Will not tune in channels on auto store
Well, there's your answer then. You have poor aerial signal so the TV cannot lock on when tuning. You need to sort out the reason why there's "Poor or No Signal" You need to fix the aerial, not the TV. I would have thought that was self-evident, surely?
What kind of aerial are you using. Do you know it works? Check out the aerial cables for breaks or badly fitted connector plugs.
Won't switch on
You reports that you've changed the T'Con board. Where is the T'Con board to a Plasma TV? There is no such board to any plasmas.

Panel prices are only available to authorized service centers but the wholesale cost is always more than the set cost new--bad panel is fatal issue.

Remove the back and check for bad connections to ribbon cable that is in direct line with the black line, or possible damage panel.
Lost remote can i still tune the channals
Hi, you can tune the channels of the Plasma TV without Remote Control. However, I suggest that you to purchase a new Remote Control of the same model number of the Plasma TV with any near by Plasma TV dealer.
When switched on, the power light flashes on and
It is not normal to have goo coming from the cap. Usually a cap will pop and you'll have the top or bottom puff out. Sometimes a cap will explode and you'll have a little more of a mess. So if it looks like goo is coming out if it then that is probably the case. Also compare it to other components on other boards. Sometimes a paste is used to connect components. Do you see this same stuff on other caps or other components? The paste is usually grayish in color.

These LEDs are very susceptible to static electricity damage. What happens when they get zapped is a tiny threading fault starts in the LED crystal. The aluminum contact metal starts migrating into the crack, makes it wider and longer, and eventually goes all the way through the LED and shorts it out. When that happens, the metal overheats and burns out the LED so the entire string goes dead.
What this means for you is that the original LED may have been may have been zapped at the factory. The replacement strip likewise, or when it was removed from another TV (if it is a used part), or when you put it in. It should have been in anti-static packaging. You have to be very careful not to touch any of the circuitry on the LED strip, and make sure you ground your hand to the TV metal both before picking up the LED strip and right before connecting the strip to the TV. Better yet, use an anti-static wristband connected to the TV frame.
It is possible that the LED driver for that string is pushing too much current, but that's not likely. You would probably notice that part of the screen is unnaturally bright.
