If you've tried a DVD Laser Cleaning Disc and get the same results then the Laser is failing.
Replacements are sometimes available but not normally costs effective.

check the capacitors on the power board to see if any are bulged i had the same problem with a rht498h and found it to be a bugled capacitor on the power board

Sounds like a power supply problem. It could be due to bad capacitors - look for bulging or domed capacitors.
