If you want to DYI this tv yourself be careful for voltages.
Check the power board for standby +5 volt to the power botton.
If there is none, check the powerboard for open contacts; fuses, fried resitors or the FET. A photo-coupler sometimes is also the problem. Its a small black part with 4 to 6 pins that overbridge and regulate the need for voltages from the main and the powerboard.
If there is power but the tv still wont start, check the horizontal output.

If you are sure the original remote works before and after the battery change then you have a problen with the IR-receiver of the tv set. Simple test to check your original remote is using a pocket radio, set on AM frequentie and press any botton one by one holding the remote close to the receiver of the radio. If your remote is alright it has to make a whinning sound (a high freuqeuntie pitch sound).
There are different kind of IR receiver so you need the right part to replace it. Or take the set to the shop.

Try "auto search" with your remote. Normally you press the dish button and the "OK/Select" button simultaneously for about 3 seconds untill the dish light burns steady. Then press "channel up" one press at a time until the dish turns off. If all functions work, then press the "dish" button one more time to save the code and then you are "in business". If functions do not work, then continue to press "channel up" until the dish shuts off a second time. Then press "power" and test all functions.
