Panasonic power led blinks but no picture
The model indicated is a rear projection crt (picture tube type) set.
Count the number of blinks and if you have to: uplug the set and try to turn it on again---most will blink a error code and the most popular are a series of 3 blinks, a pause and 3 more blinks etc.
Let me know the number of blinks and I will attempt to point you to what is wrong.

Strange series of bowed lines in the picture
Nope, not dust on the lens, but you have two IC's in the convergence correction circuit that have to be replaced. you shouls get the service manual for this set, as well as go to www.servicemanuals.net to find the download but also go to www.mcmelectronics to get the STK convergence IC's. If you have no solid state printed circuit board repair experience, I highly advise you to call in a pro to assist you in this repair. Good Luck
