Batterys olny last so long and if there left in the cold they olny last 40 %of what they should so never leave them in unheated areas. It depends on what model but there held by eighter a screw or on x shaped fasiner in the center of the chuck open it up as far as you can hold the chuck in a vice and remove the screw and the chuck should come off

How old is the battery there olny good for 3 or4 years and if you leave themin the cold they won;t last half that long yours is an older one the battery dosn;t come off it although i like black and decker i would have to say even if it was the charger and you got a new one the battery wouldn;t live vary much longer

Hi the problem is with the cells in the battery what happens is the cells go bad and then dont hold the charge this then causes the battery to seem full when its actually nearly flat, all you need to do if you want to keep using it is get the battery replaced

ni cad battery will go bad after a number of charge's. Just like a acid/lead battery in your car. If your charger is bad that's a different story. could be a cord or a fuse on circuit board.component's on board also go bad. Not to be fixed at home by novice.

Jacobs makes a couple different kinds. You say no screw inside so I would guess it is the tapered fit. It will require a couple of shims to be driven in between the chuck and head of the drill to press the chuck off. There are tools to do this but sometimes this can be done with shims. Shim each side the same and tap them in equally. If you are familiar with the pickle fork used on auto's to remove ball-joints, something like this may work as well. I hope this helps you.
