Number one is make sure you have the tuner set to cable if it is cable your hooked to, number two if it is air and not cable make sure you have the rabbit ear antenna hooked up. Number 3 if you are in an area that has changed to digital cable, ie most of the world you will need a digital box between your TV and cable or air antenna.... digital is short bits of data transmitted through the cable or air and essentially you need a Translator between the signal and your TV to translate the signal back to analog so your TV can understand the picture... this change has happened in order to free up more bandwidth in each country and allow for more channels to be used... kinda like a sim card vrs an old encyclopedia... the sim card can hold a whole library's worth of books in a very small space.

If you have some idea about the working of your TV, and some service experience you can do it by yourself. Your TV has electronic volume controls. That means, a gradual voltage rise or lower does the volume to go up or down. This voltage variation is done by an Ic which we call it as "System Control Ic", that every modern TV has; but differ in their type and number. You must know how to follow the schematic diagram of your tv to get the exact point from which the voltage orginates, and which point regulates the same.
At present there is some voltage, say 0.23VDC or so, remains at that control point even if you turned all the visual controls seem to be off; and that voltage suddenly goes up; say 3.05VDC or so when you adjust the volume to the near mid stage. Further saying 3.05VDC must come only after you have turned the volume bar to extreme high. Now you are listning your tv at is 1/4th volume at extreme low I thinks.
Looking for fault at system contol section must be done with patience, and should have schematic diagram of it, and some sort of skill. It is best for you to get service of an experienced service personal, otherwise the the faults will be rise in numbers. All sony tv has complex schematics even go to pages on a book, and have some difficut to follow even an experienced one you know. So think a little better and do the needy.

Reset it back to factory settings

1. Turn on the television.
2. On the TV remote control, press and hold either the RESET or UP ARROW button.
3. While holding the RESET or UP ARROW button, press and release the POWER button on the front of the TV. NOTE: The TV will turn off and then back on.
   
4. Release the RESET or UP ARROW button.

thats kind of degaussing coil not function, try to replace that one and lest see what the re action of your tv.

I also have the Sony IDTV KD-28DX4OU Digital TV.After the digital switchover I lost BBC1 and BBC2 despite retuning three times.
I contacted Digital switchover people (useless) and they passed the buck to Sony.I contacted Sony and they said they cannot fix the problem and that I should get a digital set top box. So the £650 I spent on integrated Digital TV has been wasted.If like me your cheesed off with this then I suggest you complain here

There can me many solutions,
1. first one and the most possible problem is the malfunctioning of the drivers.to solve this plz uninstall ur DVD ROM drivers from the driver manager and then restsrt it, when you will restart the system it will automatically say that new hardware has been fonded and drivers will be installed automatically just wait for that.Restart again, and u will find it runnig.

2. might be lens of it is cracked, dusty so check tht.

3. Might be u have denied it from reading through BIOS.

4 Also check that you have not taken the aceess rights of users from reading CD/DVDs

It seems that there is EHT Leakage from the EHT Transformer Anode Cap! Generally happens during rainy seasons, or if your TV is placed near a window or near an AC, due to excess of moisture in the air. Unplug the TV and wait for an hour to discharge all residual charge in Capacitors. Open the back, and look for a thick red cable leading from the FBT. (It is a Black Block with a thick red cable running from it to the rear of the Picture Tube). Take a sturdy Electrical cable with the conductor visible at both ends. (Multimeter Leads will do.) Now, ground one end of this lead to any Metal part of the Chassis, and gently ease the other end under the Cap of the EHT Cable. BE VERY CAREFUL, as there are very High Voltages involved! Do it Gently, and you will hear a POP! This indicates that the Electrical Charge inside tha Picture has been discharged. Now Take dry cloth and wipe clean the area around the Anode Cap. Close the back of the TV, and switch it ON. In all likelihood your problem should be resolved. BUT, I REPEAT, DO NOT DO THIS UNLESS YOU KNOW WHAT YOU ARE DOING, AND ARE VERY VERY CAREFUL. Otherwise, seek professional help!

Any set can be repaired it is the question of the cost and the availability of the parts.

The fuzzy lines with static noise is probably from an arcing in the high voltage multiplier or in the flyback windinngs. I am very sure that the flyback assembly with the high voltage multiplier, and most likely the horizontal output transistor will have to be changed just to start. It is also possible that there may be some failure in the power supply as well.

The set would have to be serviced by an experienced TV tech. As for the cost, it will be a bit expensive.

I have not worked on this particular model of Sony. What I will say is for the ones that I have worked on.

If you are on cable, the set should be in the CATV or cable mode.

Go in to the user menu and look for section of the menu for the channel setup. There should be a prompt for auto program.

In almost all of the TV models the original factory remote is required to make any set-up changes in the TV set. What I explained is for TV sets that allow changes to be made from the front panel button controls.

This is an indication in most cases that the flyback and horizontal output transistor are failed. Along with that the power supply may need service.

Take the TV to a service center to have it repaired by an experienced TV service tech.

I can tell you that this type of repair will not be low in cost.
