No picture (all snow).
Try hooking a DVD etc to one of the rear inputs to see if it works that way--if so you may have a bad tuner in the set but there are ways around that.

It will not go on
try unplugging the power cord for 10-20 seconds then plug it back in. This is a when all else fails try. If it doesn't work it sounds like the T.V is going out. Check your T.V's handbook it might tell what the issue is.

I think that is dried solder try to re solder the video chroma ic or change the capacitor 250v/10uf near the FBT (flyback)section
