Those blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit section inside it. This will make repair easy. These are called blinking codes. Make sure about the exact number of blinking of the standby/power LED, by switching On & OFF the set, for at least two times. Tv picture and sound go off and on every 40 seconds green light stays on
The power supply or part of it can be going in to protect mode because something is failing causing improper loading. This can even be the power supply itself. The only way to know is to try the different modules in the set. Once you get to the module that is failing, you leave the new on installed. This is how these sets are serviced. It is a similar approach to how computers are serviced.

You should do a regular cleaning maintenance to the air filter and exchange it regularly. Small dust particules may get into the internal projection module and those spots became visible.
Blue spots on Sony WEGA KDF60XS955

Thermal fuse replacement
If instructions were not included---there is a two pin plug almost dead center in the harness at the rear---fuse is located at front near bottom of plastic housing for lamp--have to remove some things in back of it to get to it----the wires are routed in that frame of plastic. If you can locate the plug inline between the fuse and the power supply you can unplug it and test across the two wires going to the fuse-----I have been known to jumper the other two wires going to power supply and set should come on----other than that which is not suggested for long term use you have to get at the suspect fuse and it should have come with a two wire plug at the end of it that connects to the plug going to the power supply.Let me know if questions----I got 3 of these sets at one time(free) that were exchanged that had this problem (fuses had not been replaced) Sony knows about this which is why replacement looks different---in all cases I have seen there was no short causing this, just a design flaw on the part of the Maker.
