this depends on what make of disc mostly the philips machines only work with their own brand of disc try placing an original disc if thats ok then its the blank cd that you are useing got to be philips brand

If the deck in question wont read/play any disc, blank or pre-recorded, try cleaning the laser lenz.

Your laser is failing. There is a test mode sequence you can try to re-calibrate it but to be honest it's the beginning of the end.
