yes it can, as long your pc has video out (yellow rca) and of course it has audio out.

I am trying to hook up this VCR to a digital TV
Well I will tell you what the colours mean first. RED is right audio and WHITE is Left audio. YELLOW is Video.
I don't think it will matter if you plug the white or red into white, but the yellow must go into yellow. Is the device with white & yellow mono and not a stereo device? As that would explain why it's not got a red terminal.
Wouldn't it be better to connect via the scart socket, they must have both got one. If you are using the scart on the TV for something else, you could get one of these switching boxes from Amazon.
