Westinghouse Digital Electronics LCD TV Model w32701
I had the same problem..."No video but the Sound/audio was working fine." This is my solution.
Dissamble Procedures:
1. There are 4 different types of screws used. So, you can copy my technique. I used masking tape. Everytime I took out screw I taped it beside the hole.
2. You can pull the Video/Audio RCA box by plier, it is detachable.
3. You can pull also the antenna input box by plier.
4. When taking out the Inverter board, you have to flip the lcd upside-down. There are 4 screws at the four corners.
Soldering Solutions.
I soldered all 7 transformer's legs. 8 legs each transformer. I soldered also the 8 capacitors. Checked the 4 fuses.
Main Part of Solutions.
The problem was coming from the 2 surfaced mount inductors. That's why there was no supplied power (voltages) going to the inverter.
These 2 tiny inductors are labeled as L21 and L168 connecting the 12v supply and transfering the power to the inverter. IMAGINE THESE 2 TINY PIECES CAN DISABLE YOU VIDEO? That's why even if you are going to buy a new Inverter board it will not solve the problem. Because the 2 inductors are not connected fully (cold solder) although by naked eye they seems fine. Solution resolder them both.
I used 30w Radioshack soldering Iron. Don't use the 40w because the tip is thick and can damage the neighboring electronic parts. Use a tooth-pick for pressing the inductor while resoldering both ends. I used an over-head magnifying glass while soldering these 2 inductors because the size is HALF GRAIN OF RICE, I am talking a very very tiny piece.
Warning: Over heating can damage these inductors. Just in case you damage one of them. You can find a replacemen on a Dell desktop P4 motherboard. Can be found near the 4 pins cpu power (2 black and 2 yellow) for 12v.
It's been almost 3 days now my Westinghouse LCD TV still working fine.

It can be backlights inverter, main board, T-CON board, power supply module.
Please try my instruction below first to help you narrow down the problem.
Pictures of the boards and prices so you will have some ideas:

I would suspecting that the power supply id dying that is why it has problem starting up due to bad caps.
First, look at the screen in darkened room to see if you can see any slight glow from the screen when it goes black, if it does, then the problem can be the T-CON (not getting the 12vdc) or the main logic board not feeding the signals to the T-CON board.
if not, next place to check will be the power supply module, make sure it has 24vdc which is required by the backlight inverter to work, the reason for not having 24vdc can be from bad DC filter caps (leaking/bulging top, high ESR) or short circuits in the inverter board which will cause the 24vdc supply to go into shutdown mode, so you may have to disconnect the power cable that feed the inverter board to see if the 24vdc will work without the inverter board hookup, you will need to apply about 3~4 amp of load to the 24vdc to make sure it can handle that. There are fuses on the backlight inverter boards also. So there is some troubleshooting you will have to do to find out the causes of the problem you are having.

Black screen - sound works

power on no picture good sound and channel page up and down works
on background u can see dark picture
Get my PIP to work!!!!!!!
The "Picture in Picture" function will only work with a "digital" source like hdmi or dvi input. It will not work with an s-video or vga input source.
No video
Possible bad main board or panel.
A thin horizontal black line on the right side of the screen
Unfortunately, you will need to replace the tv order to correct this problem as it is a glitch in the LCD's active matrix multiplexer interface.
Sorry, it's not repairable without replacing the defective IC which will require extensive SMD soldering.
I would take it back and tell them there is still a problem with the picture

This sounds like bad inverter board.
Every time LCD goes from Standby to ON state - Inverter Board resets it’s self for approx. ~1 sec, during which time you should see blue screen.
Problem is that board detects problem with voltage/current on one of the seven transformers and shuts down automatically...
As to the costs:
- BestBuy repair service approx.. $600.00
- Buy new Inverter Board & repair LCD your self approx. $200.00
- Another option is to repair Inverter Board, but parts are sometimes hard to get...
Now for the DON"T TRY THIS AT HOME or AT YOUR OWN RISK solution:
-The cheapest method is to bypass protection circuit, by transferring good signal from working transformer (using 10nF/250V capacitor) to detection circuit at the faulty transformer.
Then watch movies on your LCD unlit BAD transformer totally BURNS-OUT.
This will be obvious by dark stripe about 1"-2" tall across your display.
Hopefully the only damage will be to the transformer and not CCFL (light behind your LCD), but when you are faced with a choice of using it for a while longer or throwing your LCD to garbage right now... to me this choice was simple.
Good LUCK.
