Ok... check BOTH Harddisk PIN settings set as MASTER and your OPTICAL drives PIN settings TO SLAVE....
NOW on the PRIMARY IDE cable your need to connect your Start-up HARDDISK and an OPTICAL C/D...
The SECONDARY Cable would be your SECOND HARDDISK and the DVD drive.... Set also the CMOS setting of these hardwares to AUTO...

Now, everything should work excellent... just remember to set everything right...

Try a different brand of DVD and use a lens cleaner it just may need a clean up.

Yes. DVD drives are intercompatable for the most part.these days. just pull out the old one, install the new one, and the OS will install the drivers and it will work just fine.
