hi there! if you know how to troubleshoot technically this will solve your problem.
1.check the horizontal section of your tv , there you will see the flyback system connected at the back of the picture tube, never touch it because there still a remaining voltage charge on it , electric shock might happens if you remove it improperly.
2. check all the components inside the horizontal section only & look for possible cold solder at board and fix it if you know how to use the soldering iron and Pumps.
3, replace the defective component if necessary thru the help of expert tv technician in your area. Thank You

If the picture here represents your TV's actual looks,a shop will have to come out.That is at least $50 for them to show up.1 hour labor@ $50-$60.Repair centers normally have a minimum parts price mark up of 20%.If you actually have a flat screen,it probably isn't worth repairing either because you can probably get a new one for around $350,new warranty and all that.I am just giving you the numbers and letting you decide but I am pretty sure I know what that will be.I joined here to inform and educate people who can be ripped off by industries without knowing it.I have seen too much of it and it's disgusting.Good luck,Greg

It is due to the tuner trouble of your TV. Technicaly it is known as tunig drift. Some tuneres will exibit this problem. It will be ok after some time, and will go normally. It will differ according to atmospheric temperature and mostly depends on humidity.
Replcing the tuner with same type and number is the only remedy. Tuners ar not repairable. Replace it. OK.

Most RCA and GE TV sets use a four digit code to control the v-chip. The code reset is different depending on the model. Try each number until you find the one that works for you.

1. Hold down the MENU button on the remote and VOLUME DOWN button on the TV it's self at the same time for at least 4 seconds. The set won't say so, but the lock will be unlocked
2. Hold down the 0 (zero) button on the remote and the VOLUME DOWN button on the TV itself at the same time for at least 4 seconds. The set won't say so, but the lock will be unlocked
3. Hold down the MENU button on the front of the TV and the TV button on the remote at the same time for at least 4 seconds. 4- Hold down GO BACK button on the remote and MENU button on the front of the TV at the same time for at least 4 seconds.
4. Hold down EJECT button on the front of the TV set and the MENU button on the remote at the same time for at least 4 seconds. Depending on the model, one of the methods should unlock the V-chip. Now, if desired, you can change the settings on the V-chip by going to the MENU and going to PARENTAL CONTROLS, or on some sets, going to MENU and then going to TV SETUP, then to V-CHIP SET.

IF you are on a cable box check the cables remote for a aspect button or format button. you may be in zoom mode. also check your tv's remote for the same buttons usually on rca remotes the left arrow key is the picture format button.

one try is to unplug the tv and then hold the power button in for 20 seconds then plug the tv in an see if this works. I had a 32 in rca tube an this worked for me

If you forget your password you can reset it. Make sure the TV is off. Simultaneously press and hold VOL< on the TV?s front panel and CLEAR on the remote for approximately 5 seconds. Enter a new password next time you access the PARENTAL CONTROL menu. Front Panel Lock 1. From the PARENTAL CONTROL menu, press the up or down arrow to highlight Lock Fr. Panel. 2. HI. this may be a fly back situation. this is a transformer that is located on the power board section of your set. This device stores and, distributes the necessary AC current needed for proper CRT performance. There is also a horizontal deflection chip that will shut off the transformer if it becomes unstable as well.

I recommend checking the Horizontal deflection chip for damage. if this chip is in good condition, replace the HV Fly back transformer.
