Restart your computer, when it's booting up the logo (Dell, HP, Toshiba etc.) press F8. And select safe mode. Let the codes run. Once it comes to the startup screen. Log on the "Administrator" account. Then repeat previous steps to get to users, select your account and make it an "Administrator" account.
