It is a common problem for the Samsung DLP HDTV, the problem is that the color wheel is going to go bad. The only way to fix it is to replace the defective color wheel.

Use the arrow button from the universal remote.

If the picture looks 3d with lines bowed it may be a convergence problem---go into the customer menu and call up convergence and at least look.

The crt coolant tanks should be full all the way to the plug. Its a special CRT coolant which has to be installed. The circuit boards will also need to be cleaned and possibly require the components that were in contact with the coolant resoldered.

Press remote buttons in the following sequence [ Power Off =>Mute => 8 => 2 => 4 => Power On]. This will unlock all the settings of your TV to original factory settings. Panel lock also will be unlocked. OK.

Your power supply board is dead, you know basic electronics' and soldering? Most of the times, the power supply board just have dead leakages gases capacitors.These capacitors always bulges up on it top,or puff up on it top.Replaced these gases leakages capacitors will get your TV power stable,and work again.Or tries websites like Shopjimmy.com,Ebay.com to buy a whole refurbish power supply board for the replacement.

Distorted color picture is due to failure of convergence output section and most probably convergence output chips gone bad that need to be replaced by local tv repairmen.
Since tv is an old model so I would recommend to buy new tv instead of spending money on repairing it.

This is usually due to a leaking CRT. Or picture tube oxidation in the cooling liquid. Definatly not a job to be performed in the home. The cooling liquid needs to be changed in all three picture tubes. Cleaned inside the jugs and replacement gaskets. Gennerally about 60 to 85 dollars each.

If the display isn't working and according to the conditions you described yes it is the picture tube. You could contact Samsung and get a replacement for it.
