My first guess is that It is "frozen." If you turn it off and back on, it probably asks for an "unfreeze" code related to unlocking the phone. If that is the issue, you can try to work with Samsung's support via their live chat. http://www.samsung.com/ae/support/model/SM-T331NZWAXSG

But alternatively, if the device is truly "hung", you can try first a soft reset and if that does not work, a hard reset (which will return the system to the factory defaults reverting it to how it was when it came out of the box. With a hard reset, you lose whatever you did on it after you took it out of the box.
If you do a soft reset and you get some access to the keypad functioning, you might want to uninstall whatever you probably just installed immediately before it froze up. A soft reset retains your data. I would avoid trying the last program you installed again to see if it ran! You might subsequently download the SD Maid app and select corpse (no kidding) to get rid of residue after the uninstall of what is the problematic program.

you may try to copy it to your device card, then from your application drawer, tap your default music application, then while you are on default music application, select the folders where you copy your purchased music, then, from there you can create a playlist.
by the way, playlist is only a list of your music shortcuts, where it is located, what is the extension file and what is the title..
this may also apply on the other music application be it downloaded or default.
