If it was made with the French standard you will need a machine capable of playing SECAM formats. Your cheapest way to go is to locate a video transfer business which deals in tape transfer. They should have the equipment which can play the tape and record it in a format which you can use. Cost should not be that much.

I have a broken VHS cassette.
You can remove the 4 or 5 screws at the bottom of the tape, turn the tape over CAREFULLY pull the top off. If the tape pulled out of the end of 1 spool, you have to remove the clip in the tape hub, reinsert the tape and snap the clip back in. Holding the tape door open so as not to catch tape, put top back on and replace screws. Hope this helps.

You can try 4Card Recovery. It is freeware and very helpful. Detailed steps are here. And it's quite easy.
Step1. Download 4Card Recovery on your computer and launch it.
Step2. Select the files that you want to recover, or you can choose to recover all.
Step3. Choose the 'next' button to scan it and just wait for about ten minutes.
Step4. Keep your recovered data or files on other part, this is very important.

You have to be the computers administrator to change any values on any hard drive on your computer click start control panel user accounts on the users tab click the name of the computer administrator you must have full control click start click to open on my computer you should see your usb drive could be E: or something right click select properties there will be an array of options select the sharing tab option then advanced sharing make sure you have a tick in the share this folder box then click permissions make sure you have all 3 boxes ticked full control changes and read in windows 7 click start control panel user accounts click on the administrators account if you have made one or you will have to create one in windows XP click start right click on my computer select open Right click the icon of your usb drive (It should be E:/ or something) Click Properties in the menu that comes up Click the Sharing tab Click permissions And finally, click Allow next to Full Control. if you need more help with this post a reply Hope this helps.
