Very often problem with this model. In 60% it can be resolved only with reconnecting the Touchscreen flex / ribbon cable (If the Touchscreen is not broken of coerce (: ) .
If this solution not helped you then you must to change your Touchscreen.
They can work the other way, what you see on your tablet can be viewed on the television using your home WiFi network.

For hard reset
Follow these steps
1- First turn off your Acer Iconia One 7 B1-730 completely. If you can not unlock the screen, press and hold the power button for about 20 seconds and the phone will turn off.
2- Keep holding on volume down and power keys together for a few seconds. In some devices according to the Android version the combination can be the power key and the volume key up.
3- When the Acer logo is displayed, release the buttons.
4- Move through the menu with the volume up and volume down keys until you reach the "Recovery Mode" option and press the power button to access.

If you don't mind losing all you have saved on it you can try a factory restore- It will delete everything!

Power off the tablet. Press and hold the Volume Up and the Power button. After 3 seconds release the Power On button but continue holding the Volume Up button. In the Select Boot Mode use the Volume Up/Down keys to navigate and the Power button to select the desired option.
