The TV is in forced standby called protection, the DVD is a separate circuit and will keep running when this happens. If the TV is taken apart you will see that the DVD is litteraly a completely separate device.
About the TV: what you are getting is a special mode called protection that kicks in when an internal fault is detected, in form of incorrect voltage (eg. blown component, no volts or wrong volts) or incorrect power draw (eg in case of short, big power draw).
When this happens the TV forces the PSU to keep the standby mode, without starting. The TVs are designed like that to prevent a fault inflicting bigger damage.
All you can do from user side is disconnecting the power cord for one hour or two. That will drain power completely and may resolve minor faults caused by accumulation of charge in circuits and PSU capacitors.
If that does not work, the TV must be taken apart and tested by a technician. Common faults that can affect a TV of this type and this age are PSU and Convergence, the flyback converter must also be tested.
