Why dose my red led light stay but tv will not turn on?
You either have a faulty main board or faulty power supply or power supply capacitors. If you are considering taking the set to a shop, I would advise against doing so. With the price of 32" dropping like a rock, it would be cost effective to purchase new. You could recycle the set or toss it on your local Craigslist as a parts unit and someone will buy it for sure.
Samsung Display issue
If you are using HDMI to connect to your TV try this:
1: make sure is connected properly (give I a wiggle, watch the screen though if it changes colour it can either be the cable or a faulty HDMI connection)
2: test the cable with different HDMI ports on you TV (one of the HDMI ports might of blown whilst you were away)
3: same for pc (if multiple HDMI Available)
4: try a different cable
5: try a different machine
if none of these work try using a different connection such as VGA or dvi if TV supports if not you can always buy a HDMI to DVI connection but this wont supply sound as well. so if problem is not solved follow ones below:
1: attach VGA to on-board or Graphics card if present
2: Try other VGA port on screen and PC
3: Try Another Machine.
if none of these work then it is most likely a software related problem and I would suggest going to device manager then display adapters and check if it is a generic Microsoft Driver if so right click and go properties then details and change the drop down menu to Hardware ID you should see something like this "PCI\VEN_10DE&DEV_0141&SUBSYS_00000000&REV_A2" what we are after is the numbers after VEN_ and DEV_ so they should be 10DE & 0141 for this example. next Google PCIDatabase and use the numbers you've just acquired to search through website [Please note the first number is for vendor (who makes it) second is for device]
the best way to do this is search VEN first and then DEV so you know who makes it then its a case of matching the numbers up. once you've done that copy the product name into Google and what OS you are using, weather it is 32 or 64 bit and last but not least you wan to put driver.
so your search will look something like this:
"nVIDIA GeForce 6600 PCI-E Video Adapter Windows 7 32bit driver"

My Samsung LN32C450 won't turn on and the capacitors are fine. What's wrong?
You were on the right track, it sounds like the power supply board is gone. It's more likely one of the power chips that went. (The capacitors are usually not old enough to have gone bad yet.)(part of it still works is why you get the blue LED when you plug it in.)If you decide to try to fix it yourself, BE CAREFUL! The power supply board has capacitors that can hold high voltages for many hours after the TV's been unplugged.The equivalent of sticking your finger in a light socket.You'll need the part number off the power supply to get a replacement.
Power board repair
A blown fuse at the power board might cause this problem. A damaged switching transistor might cause this problem. Any other fault to an other circuit board can cause this problem. Problems are many.If you wish to get more details, surf this link.

Will not turn on
It most probably not getting power because of a fuse failure..inside tv.
Lcd tv totally dead
Follow the money or the voltage here- standby power appears to be up but if so why no standby light up front? Have you checked all the caps in the supply? The 5 volts should be for the micro so this sounds like either main supply/standby not up or something pulling it down..The real clue here is set has no power indication of standby---you are aware of the reason the caps fail in the standby power supply?Just trying to get an idea of how much expertise you have.
